why cant i access any command at server? i cant even access the !cmdlist command please help

1. If it's for promod it's !help. We have a problem with b3 where it executes the command late.
2. If it's DR type !cmdlist
3. iSnipe i'm not sure if it's using anything atm.

We are working for rcon for the promod server and iSnipe i believe, It's just need a few things tweaking and then it will work. Bare in mind the rcon will only be members or above.
